What is PCR ?

Product Category Rules (PCR) are an essential prerequisite before creating an environmental declaration for your product.

PCR should determine the primary substances for which the environmental footprint is to be assessed. This requires manufacturers to specify the content of substances with significant environmental impacts in their products, while also making it easier for customers to compare the environmental performance of different products within the same product category.

In other words, PCR helps minimize market disruption by streamlining the environmental impact assessment process for products and ensuring consistent data collection and analysis and consistent EPD reporting globally.

Preparing a PCR requires the involvement of several companies from the same industry and other stakeholders. They form an organization called the PCR Review Panel. The PCR Review Panel gathers input from various stakeholders to develop the PCR, and once the PCR is complete, it is sent to a consultation stage where the input is carefully considered. Finally, EPD Networks gives final approval through the Technical Committee.

EPD Networks is responsible for ensuring that PCR complies with ISO 14025 (ISO 14025: 2006 Environmental labels and declarations —Type III environmental declarations —Principles and procedures) and that PCR is used as a basis for environmental declaration preparation. Additionally, EPD Networks should promote harmonization when developing PCRs for product categories by adopting PCRs that are readily available for use in the same product category, per ISO 14025:2006 section 6.7.
